Taking relief from casual water : if in the rough can you drop on the fairway within one club length of the nearest point of relief?

If your ball is in casual water you are entitled to free relief and must drop the ball within one club of your nearest point of relief from where the ball is in the casual water.  If by chance your ball is in rough just off the fairway and the club length brings you on to the fairway then that is the luck of the draw and you can drop the ball in any direction as long as it is within the club length of the nearest point of relief and no nearer the hole.  The rules of golf do not distinguish between rough and fairway.  When you drop a ball it may roll up to two club lengths and as long as it has not rolled nearer the hole it is in play once at rest.
